Since February 7, 2022, federal ELDT rules establish a national training baseline for new commercial drivers. If one of the situations below applies, the required training must be completed through a provider listed on the FMCSA Training Provider Registry.

FMCSA created a more uniform minimum standard for theory and behind-the-wheel instruction so entry-level drivers demonstrate essential knowledge and practical proficiency before licensing. Your provider submits completion electronically; the state licensing agency checks the record before the applicable skills or knowledge test.
ELDT is not retroactive. A driver issued the applicable CDL or H, P or S endorsement before February 7, 2022 generally does not repeat ELDT for that credential. Other limited skills-test exceptions may apply.

Yes. Theory may be delivered online by a registered provider. Class A, Class B, P and S applicants must still complete required behind-the-wheel training in person.
Federal rules do not require theory completion before applying for a CLP. Applicable ELDT must be verified before the CDL or P/S skills test, or before the H knowledge test.
No federal minimum number of theory hours is prescribed. The provider must cover every required curriculum topic, and the trainee must score at least 80% on the written or electronic assessment.
No. Required ELDT must be completed through a provider listed on the FMCSA Training Provider Registry.
The provider submits your certification electronically to the Training Provider Registry. State Driver Licensing Agencies retrieve the relevant completion record before testing.
